Arabic data

I have problems in reading and writing arabic data.

How do I read a text file on the PC which has arabic data and write it into a
physical file on AS/400? Do I need to have NLS for Arabic installed on AS/400
for this?

What measures do I need to take when converting data from EBCDIC to ASCII and
vice versa?

How do I transfer a physical file from AS/400 which has data both in English
and Arabic to a PC?
