No.
You can easily code runtime stuff to do what you want, but no
compile time stuff.
(public final static) values sometimes have the effect of causing
the code generation to differ, but its still not like a macro.

i.e. in the following, javac compiler has permission to not generate
code for 'if (debug) { blah }', but I don't know if any of them
take advantage of that.

 public final static boolean debug = false;
 if (debug) {
   blah;
 }
