The correct XML file contents to stop your app server is (see
http://www-1.ibm.com/servers/eserver/iseries/software/websphere/wsappserver/docs/as400v35std/docs/admshdwn.html

for example as well):

<?xml version="1.0"?>
<!DOCTYPE websphere-sa-config SYSTEM
"$XMLConfigDTDLocation$$dsep$xmlconfig.dtd" >

<websphere-sa-config>
   <node name="GRIN400" action="locate">
    <application-server name="grinnell" action="stop">
    </application-server>
   </node>
</websphere-sa-config>

Make sure your xml file's code page is 819 (ASCII) also.

Subject:  XMLConfig Tool

I'm trying to start and stop a particular app server within WAS 3.5.2 Std
Ed. using the XML Config tool, but have been unsuccessful. I start the qsh
session, change dir to the bin directory, type the import command that is
supposed to stop the app server, but instead I receive the following error
messages, and I'm not sure where I'm going wrong. I haven't changed the dtd
file, but I've done a full export, and it seems to match the import file
(for what I need). I've also removed the <virtual-host> lines from the
import file, with the same results.

Any help would be appreciated.
