We had the same problem. Here's how it magically started working...

1. Applied latest PTF
2. Went to http://195.183.8.2/ and retrieved the basic cgi demo and followed
the instructions.

Suddenly, after testing our first CGI program, the admin server started and
has been working ever since. We never did figure out which step solved our
problem, but it might work for you. Time involved was about 5 hours to
download, read and experiment.
