Local variables can only be seen outside of the method that
they are defined in by passing them as a value. Hence they
are private by nature. Static is only applicable to class level
variables - see previous comments.

Sorry, I misunderstood the reccomendation of the reviewer.

But, I still can't seem to say:

private static String
fileName=request.getParameterValues("filename")[0].trim();

Let me know if I'm just wacko.  It's the only way I learn.  :)  And I'd
still be interested in knowing what the state of variables is (static,
etc/public, private) if not explicitly defined.
