Just an update on my plight.  I created a small test program and it
seems to work fine.  The actual system has about 1400 classes so it must
be something related to either the actual classes or something else that
is stepping on this particular item.

I'm going to rebuild all of my class files from source (I had just used
some public domain class files for part of the work) and see if that
helps.  Also, we're applying the latest PTFs so between those things,
hopefully I'll be back in business.
