testing wsdl via web services explorer -- EGL-I

I am trying to test a service I wrote which was converted to a wsdl. When I
open the web services explorer, the wsdl is there with all its functions.
After choosing a function to test, I enter the criteria and hit GO but get
following error:

IWAB0135E An unexpected error has occurred.

java.net.ConnectException

Connection refused: connect

Any idea where I should be looking for this.

I am using 7.5.1
