We have several instances that ncompact on the daoscat.nsf is not working on ibmi system as it is always in use, what you can do instead is to rename/delete the daoscat.nsf so that the server can create a new one after startup. You can then issue Tell DAOSMgr Resync to make sure daos is working fine. Let us know if this will work for you and if you have any question or concern. Thank you and keep safe.
