Ok, in order to use
HTTPJVMMaxHeapSize=4G
you must be using the 64bit java and not the 32bit java.
Details:
Values for HTTPJVMMaxHeapSize are conditioned by whether or not you told
Domino to use 64 bit or 32 bit Java.
You tell Java to use 64 by the JavaUse64BitJVM=1 parameter in notes.ini.
You do NOT use JAVA_HOME in higher versions of 9.0.1.

On another server, with the settings:
HTTPJVMMaxHeapSize=4G
HTTPJVMMaxHeapSizeSet=1
JavaUse64BitJVM=1
I used WRKJVMJOB, found the HTTP job,used 1. Display JVM arguments, and
saw:

IBM can't get it to work with anything higher than 2148M. I'm hoping that
one of these days they'll read my entire reply to an update on case
TS001432787 and figure this out. Dollars to doughnuts they're still using
32bit.
