You may want to just put it into your default configuration document. Not
sure why yours didn't, but I believe all of the new servers I've created
recently have had that line in there as a default as I don't manually enter
it.

Created a new server a few weeks ago and forgot to add this.
Without it you get

show time
Standard Time: GMT-5:00
DST: Observed
DST Begin: Month[ 4] Week[ 1] Weekday[Sunday]
DST End: Month[10] Week[-1] Weekday[Sunday]

You add the DSTLaw and you get
show time
Standard Time: GMT-5:00
DST: Observed
DST Begin: Month[ 3] Week[ 2] Weekday[Sunday]
DST End: Month[11] Week[ 1] Weekday[Sunday]
