You may want to just put it into your default configuration document. Not
sure why yours didn't, but I believe all of the new servers I've created
recently have had that line in there as a default as I don't manually enter
it.

IBM has updated my PMR to say they have no plans on ever updating the
default dates for DST and you are expected to add this line.

Subject: When will DSTLaw=3, 2, 1, 11, 1, 1 no longer be required?

We are running Release 9.0.1FP8
PTF
ID
SE19019
FP69018

When will the default dates for the time change be updated so that we
don't have to patch it with
DSTLaw=3, 2, 1, 11, 1, 1

Created a new server a few weeks ago and forgot to add this.
Without it you get

show time
Standard Time: GMT-5:00
DST: Observed
DST Begin: Month[ 4] Week[ 1] Weekday[Sunday]
DST End: Month[10] Week[-1] Weekday[Sunday]

You add the DSTLaw and you get
show time
Standard Time: GMT-5:00
DST: Observed
DST Begin: Month[ 3] Week[ 2] Weekday[Sunday]
DST End: Month[11] Week[ 1] Weekday[Sunday]

PMR 44469,082,000
