I've seen similar issues on the client on a Citrix server when the data
directory was on another server. The only way to release the lock was to
power down the other server.

No chance for an IPL I'm guessing?

as per pmr 28035,500 I have a dpar locked. Says names.nsf is locked even
though server is completely down, dltdomsmem and dltdomsem has been run
and attempts to rlsifslck against it error out. Also iNav shows no usage
on it. The pmr mentioned removing a "system down flag". How does one do
that? I tried calling in on this sev 1 pmr but that's on call back queue.
