I did get it to work, I found that there is a setting in the local
Notes.INI (InstallType=6) when it is set for 6 it won't work, if I change
it to 2 it does work. I don't think I can change it other than going to
all the users desktop. At least it is only 25 or so.

What got it going for us was using the words "Release 8.0.1" for the
destination and "Release 7.0.2" for the source.
