I created a script a few years ago that cycles the Domino server for the time change. We were on 6.0.x when I did it -- I haven't let the server go through a time change without the script since moving to 6.5.4, so I don't actually know if it is still necessary. Of course, when I updated the script this fall, I hosed it up and ended up cycling the server by hand, so I don't think I'll be offering to share my little hack at this time. ;-) It would be sadly ironic if I went through all that trouble (and screwed it up) and would have been better off to leave it alone.
