mail routing problem

Have two servers within the same domain --- server 1 is up on Domino 7.0.1
(iseries V5R4) server 2 is 6.5.4 FP1 (iseries V5R3)

Before the upgrade to 7.0.1, when someone sent an email message from server
1 to server 2, it was instantaneous transfer.  Now --- it could be a half
hour wait.

I checked the connection document --- from server 1 to server 2 --- and it
says for Routing - to do Mail Routing, with 1 message pending, Cost 1, push
only.

I tracked one of the messages from Server 1 (before it was delivered) ---
and it said it was "inqueue" ---
