Resolved.

The why kind of shot over me but they had me
Take TMMSCAN and ROUTER out of the server tasks at startup.
Drop just that one Domino partition.
Start up the Domino partition.  Let it get going.
load tmmscan
verify that it stays running.
load router
change notes.ini back.
Something about some message file getting reset and I'm pretty sure they 
weren't talking about a *MSGF message file.
