I'm pretty sure I've seen technotes that Rules need to be disabled before
being deleted. Did you disable and then delete ? Or jump straight to
delete ?

Had a rule, and an agent, in a mail file to automatically forward
someone's email to their home account. They've both been deleted (not
just disabled). I did a
tell smtp quit
tell router quit
load router
load smtp
However, I still get:
