Found the following on the web.  Don't know if this will help.

This error occurs if you attempt to connect to more servers than the 
current sockets configuration allows. You may need to configure additional 
sockets for your TCP/IP application. See your network documentation for 
information on increasing configured memory, or reduce the 
Server_MaxSessions setting in the NOTES.INI file.

tcpip protocol stack reported but it ran out of memory.






One of our users reported the following and I was wondering if this 
sounded familiar to any of you:
When I try and open Lotus notes I get the following error message - the 
tcpip protocol stack reported but it ran out of memory. Contact your 
network documentation to increase configured memory.. Or reduce notes 
connections by limiting clients. C server_maxsession perimeter in notes 
administration guide.
