notes.ini: Can you add a debug parameter?

In trying to resolve a tmmscan issue they want me to put in -debug when I 
load tmmscan.  The problem is that I load tmmscan from the notes.ini and 
they claim that changing from this:
....+....1....+....2....+....3....+....4....+....5....+....6....+....7....+....8....+....9....+....0...
ServerTasks=COLSRV400,fixup 
smconf,Tmmscan,Repscan,HTTP,Replica,Router,Update,AMgr,Adminp,Sched,CalConn
to this

ServerTasks=COLSRV400,fixup smconf,Tmmscan 
-debug,Repscan,HTTP,Replica,Router,Update,AMgr,Adminp,Sched,CalConn

is not supported.  Is it?  If not can you see another way to do this? 
Server bounces as part of backup.  As part of Murphy's law the failure 
will occur before I come in the morning and manually stop the router, 
tmmscan and restart it with the -debug option.
