Ok,

I have a system configured with controlling subsystem equal to QBASE. This 
is a DSD and has no traditional interactive or batch jobs.

When I start the Domino servers all at once it pretty much comes to a 
crawl.

QSYSOPR shows:
CPF0908-Machine ineligible condition threshold reached. 
CPF0909-Ineligible condition threshold reached for pool 02.

DSPSYSSTS
