Running Collect as a Program but it won't stop on time

R6/V4R5 - due to performance issues I can now only run the Collect task on 
Wednesdays.  I centrally collect on my admin server.  I set one Program to 
"Tell Collector collect" and it starts at 8:30 am OK.  At 4:30 pm I have 
another Program to "Tell Collector quit" but the Task doesn't quit so I 
have to manually stop it later.  What am I not doing correctly?
