Rob, Since the error is being returned by the server it seems like an error with SSL initialization on the AS/400. Use Operations Navigator and check the properties of the FTP server. There is an option to require SSL FTP sessions only, or to allow both secure and non-secure connections. If you are not doing SSL connections just check the option for all connections to be non-SSL. Also, be sure you have all PTFs installed for FTP.
