Database signing?

Folks:

Once again I'm trying to figure out how to get a database signed.

An IBMer told a co-worker (at a previous COMMON) that there was a new API
that would allow database signing (using a supplied userid & password), but
I can't find any information about such an API.

Anyone know about it?
