You need a CAL for every authenticated user (distinct name and password or
Notes id) that logs on to your server.  The messaging CAL supports the use
or mail only for anything else, including the available templates, you
need the Collaboration CAL.  There is some very good upgrade / trade up
pricing if you are moving from another mail system that you may want to
look at.
