Failure Reports -- DOMINO400

We're getting a weird / sporadic Delivery Failure Reports.
The message is "Error transferring to mx.frontiernet.net; SMTP Protocol
Returned a Permanent Error 554
      syntax error, refused 'mail from' without county or top level domain
(#5.5.4)'

Anybody have any ideas?  It seems to be when we are forwarding email (NOT
SPAM) --- and it doesn't
happen all the time----
