The only way I know how to do this is to change the user's ACL from Manager to say Designer. This will keep them from being able to modify the ACL. Before you do this though you should make sure that an Administrator (and/or an administrative group) is listed as Manager so if you need to go in and change the ACL in the future you can. Also make sure your server(s) and the server groups, LocalDomainServers and OtherDomainServers still have Manager access, otherwise this could cause you problems as well. I do believe this will also keep the user from being able to delete the mail file. I did this at a previous job and it worked out well. Though we never had anyone try to delete their mail file. Try it on a few users (or on some test users) first to see if you have any issues, but I don't think you will.
