I learned about it when the 'EZ Mail' support team of IBM was dialed in trying to resolve my coexistence of Domino and 400 email. I think it tells the 400 email to bind to this particular address. Do you have the command? If not, are you running V5R1? If not, then there are some data area's you have to build instead.
