This should be pretty easy (and it's platforms independent) Go into your Address book (names.nsf on the server) and open up the respective server document. Then pick the second tab (labeled Security) and look in the section "Server access - Who can ..." where you'll find the entries for who can create new dbs and who can create replica databases. Secure these and you're done.
