Rob,
I don't have any Apache-servers configured on any of the systems that are
available to me at the moment.
IIRC the default configuration file for the apacheserver is located in the
QIBM/ProdData/HTTPA/conf folder and is named
httpd.conf.

In that file there is a section:

#
# BindAddress: You can support virtual hosts with this option. This
directive
# is used to tell the server which IP address to listen to. It can either
# contain "*", an IP address, or a fully qualified Internet domain name.
# See also the <VirtualHost> and Listen directives.
#
#BindAddress *

and I expect that you might have an asterix in your config as well.
Change it to an ip-address or hostname as indicated and restart the
apache-server.

You can check in the file QUSRSYS/QATMHINSTC to find out what configuration
file is used for your apache-server.

Looking at your e-mail my opinion is that all your domino-servers are
working as expected bound to an individual ip-address
so the problem must exist on the OS/400-side.

Regards
