Sounds like you need a mail.nsf file.  In the Notes client try
File->Database->Open and view the list on the local server in the data
directory.  If the file doesn't exist, create it using
File->Database->New.  Type in Mail for the Title name and select the
Mail(R5.0) template.  This should create the correct database and get
you going.

Create a Journal file using the same technique only selecting the
Journal template.
