I am using his user name and password from my PC.  Mine works fine, his
doesn't.  My gut tells me it might be an authority issue within the IFS on
the 400...oops iSeries...but I have looked there and see no problems.  To
access the application at this point in time we simply use
"http://10.1.0.5:8008/web/crop.nsf?opendatabase".
  I just noticed that when I receive the error, the URL has changed to
"http://10.1.0.5:8008/names.nsf?login" - does this provide a clue?

He can access other databases.

He can ping fine.

Designer's are hacks.  Have the designer try from your PC.  Watch carefully
how they access the database.  See if they are using some 'cool' tricky url
instead of whatever everyone else is using.  If not, and they are able to
get to it from your PC, then perhaps they've been playing games with their
hosts table on their PC.

Is the name of the web site different from the domino server?  We do this.

Can they ping the web site?

Can they access any other database on that server?
