Consultant needed to configure secured web server

One of our iSeries used to run some CGI programs that would produce an
unsecured signin page and then take the user to a secured page. After
upgrading the box, this feature no longer works. 
 
We would like a consultant to take a look at it, configure the server to
generate a certificate, and do whatever it takes to get this process
working again. We need to get this process up and running quickly.
 
We are located in San Diego, California, but this project could probably
be done remotely via our VPN.
