I take it you're trying to use it from PDM? 2 suggestions:
1) Instead of using PC Organizer, try this command:
CALL PGM(QDEVTOOLS/EVFCFDBK) PARM('37' 'Y' 'OS400' '<LOCAL> CODEDSU
"<>&L/&F(&N)"')
2) If you still have problems, from your green screen session run the
STRCODE command once to update the STRCODE user space with your connection
information. You don't have to leave it up, although I've found I have to
do it every time my IP address changes.
Have you tried using it from RSE? For that, just right click on the member
in your list and choose Open with Code Designer. I've had fewer problems
with that in the version that's included in 6.x and 7.0.

I've been using WDSC 5.1.2 and CODE400 Designer. Recently, we upgraded to
WDSC 7.0. Ever since the install CODE Designer will not load any screens.
The little pop up window with the timer appears and it says that it's
loading the source, but it never loads.
I found these instructions in a thread on midrange.com, but I changed the
'codeedit' portion to 'codedsu'. Still no luck.
"First, make sure the PC Organizer is running. (STRPCO).
Then use the following PDM option:
STRPCCMD PCCMD('codeedit <OS400>&L/&F(&N)') PAUSE(*NO)"
