I have Win XP, WDSc4 and my Alt Right key seem to work as expected.

You can check how the key is mapped by entering on the command line:
query action.a-right

The answer on my system is:
A-RIGHT = LP_NEXTINRING

For the change in view, my keyboard is mapped as:

C-A-RIGHT = LP_NEXTRING
(Control Alt Right)

You can reassign your keys by using the
Set action.{key} command.
