Just did this last weekend.
Although IBM suggests to install the new Version,
Justin Houchin answered me a few weeks ago by saying to "Find the setup
file" [on the CD] " right click and select properties then settings, Click
the tab that says compatibility and set to Win98."

Worked for me.

Subject: < Installation - CODE/400; WebSphere Development Studio for
iSeries >

I have a question, that I can't seem to figure out the answer for:

Environment:        CODE/400 v5r1
                        PC OS:  Windows 2000 Professional
                                Windows XP Professional

Question(s):
Background:
I have attempted to install the product (WebSphere Studio for iSeries;
v5r1) on an installation of Windows XP Professional. I keep getting the
error: You must be signed on as Administrator or with Administrator
privileges. I am the administrator for the PC, and I've also signed on as
"Administrator"; to no avail. I can't seem to get past this message. I
would prefer to eliminate my Windows 2000 Professional partition so I
could have one seamless OS on my PC for me to perform my work.

Question:
Is there a patch for SETUP.EXE; something I need to do in Windows XP
Professional; or something else I'm missing?

Thank you for any assistance you can provide.
