Help with HELP

When I try to use F1 for cursor sensitive help while in the Code Editor, my
browser launches and I get an error message that says:

(Embedded image moved to file: pic06293.pcx)

In case this does not show up on your reader, it says:

The document contained no data. Try again later, or contact the server's
administrator,

The URL that shows up is the following:
"http://localhost:49213/cgi-bin/vahwebx.exe/vahelp/va400/Extract/0/qcodemrm/evferlsh270.htm#22975";

I have tried to find some place to change some variable, but am pretty much
lost.

Have I overlooked some key step in my setup?
