Thanks for the help.  I found WDSC 4.0 in the OS/400 V5R2 box.  Our company
was going to upgrade to version V5R1, but we decided to jump to V5R2
instead.  The CD's got switched.  I installed the correct version and then
upgraded to SP3.  Everything appears to be working correctly.  I thought it
took a long time to install and then apply the service patch (about 1.5
hours).

Hi Steve,

The V5R1M0 version of WDT (and CODE) does not support the V5R2M0 version of
OS/400.
For V5R2M0 support, you must install WDSC 4.0 and SP2, which coincided with
the GA of V5R2M0 OS/400.
You should have received CDs of WDSC 4.0 with your host CDs.
