First of all, why bother with WDT400 v5.1, why not just go to WDSC v4.0?

I'd download the complete installer unless you have a good web connection.
 Sounds like maybe the web installer is having problems opening the files
that it requires.

IMHO.....

Hello,

hoping someone can help me. I am trying to install the WDT v5.1 Service
Pack
5 (SP5) - Webupdate.

I have downloaded the setup.exe file from the IBM website but when I try
to
run it I get a "This installation package cannot be opened" error.

Anyone else had this happen? Any solutions out there?
