That is the exact same scenario I have; except for I can't use the scroll in
Forte either(Sun's Java IDE).

I use a scroll mouse, and it scrolls everywhere except in code400.  Have you
tried scrolling your source in Code 400 yet?

I just don't' think that IBM thought to enable it, perhaps they didn't use
the default windows window APIs or something.

Reinstall mouse drivers to get the scroll wheel to work. I use the logitech
drivers (I have a wireless trackball from logitech) and it works fine.
