Did you remember to make the type SQLRPGLE?
Also, this is what I have on my compile prompt:
CRTSQLRPGI OBJ(WEB/&M) SRCFILE(&L/&F) SRCMBR(&M) COMMIT(*NONE)
OBJTYPE(*PGM) OPTION(*EVENTF) TGTRLS(*CURRENT) DBGVIEW(*SOURCE)

If that doesn't reproduce the problem let me know and I'll furnish source.

Verifier gives me this error in a V5R1 SQLRPGLE member.

      /DEFINE HSpec

specification.

Compiler does not.
