jni runtime library error message -- CODE400-L

I feel like a dope.  I got the answer to this a few months ago and didn't
save it.

Just installed Code400 on a new machine.  Just like before the smart guides
don't work, giving me the "unable to load JNI runtime library" error.  Java
is installed on the pc. What do I need to do to fix it?  I promise to keep
the answer in a safe place this time.
