If you read APAR SA93021 you will find the following information: This problem is caused by a design issue in Windows. This design point can be circumvented by installing TweakUI and changing the setting called: Prevent application from stealing focus For Windows 98, TweakUI is found on the Windows 98 Gold CD in tools/reskit/powertoy. For Windows 98 SE, Windows ME or Windows 2000, TweakUI can be found at: http://www.microsoft.com/windowsme/guide/tweakui.exe I have no information relating to TweakUI and XP.
