Is it necesasary for Navigator to ALWAYS have scroll bars?

Even on a simple program, which it can easily display in the window, it
creates this huge canvass to work on and centers my flow chart in the
middle...

Could we get a 'Zoom to Window' function (No scrollbars)?  Or at least only
add scroll bars when they are necessary?

It would also be nice for printing if we could say 'Zoom to x pages by y
pages'...kinda like excel (can't believe I even wrote that)...
