I have found an corrected my problem... I thought my virus scanner was deactivated, but it was still running... I run TrendMicro's NeatSuite, and it's real-time scan was getting bogged down with the extraction process when you first open Help. Now that I have configured it to ignore my WDT400 directory, help is working perfectly...
