SP4 Install Problem: Error 1406

This is a multi-part message in MIME format.

I downloaded SP4 last night (all 90 mb) and tried to install it this morning.
Just after the install starts I get a pop up box with the message "Error 1406:
Could not write the value Folder to key
Software\Microsoft\Windows\Currentversion\Installer\Inprogress.

Any idea what the problem might be?
