Debugger/VPN problems -- CODE400-L

I am trying to use the debugger over a VPN connection, but the Job List
button never, ever brings up a list...  I get a non-stop 'Retrieving Job
List' progress bar.

Sometimes it will ask for a user name/password, but not always...

Code/400 can dl source fine, and I can verify ptfs in Communication Daemon
properties...

Could this be a VPN issue?
This is a new setup, and this is the 1st time I have tried debugger from
here...
