In order for a local CL source to be prompted, the AS/400 system where the prompt is to be obtained must be running. That is, you must have signed on to an as400 system which is first in your server list. So I just closed down the program and installed per the rest of the instructions. I also rebooted the pc. Now that I got your question I realized this must be something to enter in the dos box. I did that now, but no change in behavior.
