(I changed the subject to "odd and obscure crashes in Designer".  Classic!)

There will be an SP3 for V4R5 as well?  That's great because I don't want to
upgrade to V5R1 until the as/400 is at V5R1 because of the verifier not able
to select a release level.

Since you think the problems may be related to a slow connection, I am
connecting to a 620 and two 170's over the internet.  All three are at V4R5.
I have a cable modem and one end has I think a 348KB connection, another has
also has a cable modem, and I don't know about the 3rd.  With the 620 I get
faster response times over the internet than in the building (fewer people
sharing the pipe I suspect.)
