Win 98 won't close down -- CODE400-L

× The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.
As a stop gap measure, we are using Google's custom search engine service.

I have V4R5M1, no service packs, running on Win 98 SE.  If I have downloaded 
something from the 400 to the editor, Windows fails to close successfully.  
I close down the code servers, then close the icon in my task bar, all to no 
avail.

I have discovered that Ctlr-alt-del and killing the EVFwhatever task that is 
running solves the problem, but that is a pain--it doesn't go away easily.

I'm sure I've heard this problem discussed before, but it had not bitten me 
until this latest release.
