Failed to copy file VARPG.FRS to target -- CODE400-L

I'm trying to install Code400 on a new PC.  I'm getting an error saying:
"Warning _16"   "Failed to copy file VARPG.FRS to target"
It stops at this error at 61% done.  When it stops the drive says it has 
77meg available free space.  I have cleared out the recycle bin.  I have 
executed the file TRYADTS.exe and TRYCODE.exe into the same 
directory.  I'm running SETUP.exe from that directory.  

Does anyone have a guess why the install stops?
