If I have a choice, I would never deal with an off-shore recruiter. It
seems like a lot of the "recruiting" agencies are simply "fronts" for
India-based companies like InfoSys and Tata, and are used as a way to show
that they attempted to hire or contract a U.S. citizen. I suspect, although
I have no evidence, that they lowball the wage / hourly rate such that most
people in the U.S. would decline, and this allows them to bring off-shore
developers into the U.S.

It's always a good idea to get a signed contract before you uproot to move
to another city, or even just to change jobs. If they refuse to put in
writing what they promise verbally, tell them to take a long walk off a
short pier. If your state allows it, I would record all phone calls with
recruiters / hiring managers.
